We call ourselves “Synecticians,” because we fuse our ideas and disciplines in every deliverable. We assemble experienced SMEs and solution architects – from different walks of life –to deliver excellence in information technology and data management. Ana Hirsbrunner, President, CEO, & Majority Owner
Ms. Hirsbrunner is Synectics’ principal and is fully accountable for deliverables, contractual obligations, and customer satisfaction. A natural-born and inspirational leader, she implements the company mission to “make data meaningful TM” for federal agencies and oversees communications, technology, quality control, human resources, and corporate strategic planning and growth. Grounded in finance, marketing, federal government contracts, compliance, ISO processes, and IT service delivery, she is committed to employee happiness and fostering an environment of ethics and innovation. She studied Marketing and Communications at Hofstra University in New York.
Jack Hirsbrunner, Ph.D., Founder
Dr. Hirsbrunner founded Synectics in 1972 and today serves as Chairman of the Board, acting in a senior advisory and emeritus role. With a Ph.D. in Economics from the University of Buenos Aires and a separate Ph.D. in Business Administration from Columbia University, Dr. Hirsbrunner is an expert in the fields of economics, business, finance, and human resource planning. A true visionary who began supplying the Government with IT long before there were “Beltway Bandits,” He has 40 years of federal and international business experience and is a walking encyclopedia on an array of topics across technology and government.
Waldemar Ortiz, Executive Vice President
Mr. Ortiz wears two hats at Synectics: he is a sitting member of the Board of Directors, providing advice and vision for the company’s policies and direction, and he serves as Executive Vice President, providing financial oversight. Responsible for the timely execution of risk-based internal audits in accordance with the annual audit plan, Mr. Ortiz has core competencies in government contracts, compliance, financial planning, audits, reporting, CMMI and ISO processes, internal control designs, risk management, and communications. He is an incisive thinker whose necessary guidance allows others to deliver excellence to federal agencies.
Roya Khodabakhshi, Chief Financial Officer
Ms. Khodabakhshi has over 15 years of professional experience in accounting and financial services. She works directly with the President to develop strategic business and financial planning, business direction, and control procedures that focus on business and control issues while making sure the tasks are accomplished efficiently. As Synectics’ CFO, Roya is responsible for all financial, budgeting, and oversees day-to-day accounting functions. Prior to joining Synectics, Roya was Manager/Controller of multiple clients at an outsourced accounting firm, focused on providing accounting operations support and business operations management services to government contractors. Her background includes not-for-profit finance operations, government grant reporting, indirect rate design and development, GAAP and FAR compliance, and project management. She holds a BS in Accounting from George Mason University, and she is a Certified Public Accountant (CPA).
Jeffrey Spears, JD, Chief Operating Officer
Mr. Spears, an attorney by training with a strong background spanning law, military science, aerospace, economics, ethics, contracts, and program management, collaborates and liaises with the President of Synectics and the program managers alike. He oversees day-to-day operations, performance, recruiting, and hiring – and implements both the annual and the long-term strategic vision of the company. A consultant with an extraordinary breadth and depth of knowledge, Mr. Spears translates ideas into actionable decisions. He studied law at the University of Kentucky and has an LLM focused on International and Operational Law from the U.S. Army Judge Advocate General’s School at the University of Virginia.
Bob Strom, Vice President of Business Development
Mr. Strom, an engineer by training, a PMP, and a former Colonel in the U.S. Army, serves as Vice President of Business Development at Synectics. With over 15 years of experience in government business development, he brings vision, leadership, and strategy to account management, capture management, compliance, and proposal development. Prior to joining Synectics, he served as Executive Director for Business Development at DSA, Inc., where he won eight new IDIQ Prime contracts. In the Army, he served as both an engineer and a comptroller for over 25 years. He is an astute thinker and strategist who holds a BS in Engineering from West Point, an MA in Philosophy from Stanford, and an MPA from Troy State University.
Walt Mehlferber, Senior Director of Information Technology
With over thirty years of experience in the IT field, Mr. Mehlferber has joined Synectics as the Senior Director of Information Technology. As our lead technologist, he helps Synectics develop innovative IT solutions for our federal clients while overseeing corporate IT systems and architecture. He works with our PMO to develop additional practices and solutions to maintain corporate standards following CMMI and ISO guidelines, and assists the executive team in setting and tracking corporate objectives, measures, and metrics. He brings vast experience as the Chief Information Officer (CIO) for the National Institutes of Health (NIH), National Institute on Deafness and Other Communication Disorders (NIDCD) where he ensured appropriate IT policies and procedures were in place and successfully designed and implemented information strategies and technologies to improve infrastructure, cybersecurity, and cloud-based services.
Sam Morisetty, MS, PMP, Innovation Lead, and Project Manager
Mr. Morisetty, an engineer by training, an AWS certified Cloud Practitioner, a PMP, and holder of the prestigious ITIL v 3 Foundations certificate, has over 15 years of experience delivering cutting-edge, strategic solutions to government agencies. With core competencies in data management, infrastructure, business intelligence, analytics, visualization, and emerging technologies, he leads experiments in the Synectics Innovation Lab and tailors solutions for federal clients. He currently leads a team at a well-known federal agency, building its enterprise data warehouse. Mr. Morisetty is committed to client satisfaction and known for his “overdelivery” of implementing winning solutions that save time and reduce operating expenses. He earned his Masters in Engineering at the Indian Institute of Technology.

Founded in 1969 by Dr. Jack Hirsbrunner as an international executive search firm, Synectics quickly expanded to include business consulting and economic forecasting, and finally entered the federal marketplace as a supplier of IT resources and services – long before Bill Gates and Steve Jobs were household names. Synectics takes its name from a Greek word meaning “a fusion of ideas or disciplines.” Today, we are indeed a fusion of disciplines, as engineers, data specialists, technologists, researchers, and statisticians bring different branches of expertise to the table but share a common vision: to make data meaningful for our federal clients.
In 1978, Synectics moved to Arlington, VA to better serve the Federal Government throughout the DMV. Today owned by Ms. Ana Hirsbrunner, we are a Woman-Owned Small Business with core competencies in data management, cloud initiatives, analytics, business intelligence, visualization, artificial intelligence, machine learning, and emerging technologies. Ms. Hirsbrunner uses her leadership skills and passion to promote women in STEM businesses to provide unparalleled client service delivery. We cultivate long-term relationships with federal agencies, employees, and teaming partners – and foster an environment of ethics, collaboration, and innovation.
